Sorry to be so long compiling a summary, but better late than never.
I received a number of responses telling me what I needed to change in my
config.data file but I could never get the compilations for all the modules to 
come out clean. 
I tried the config.data file for OSF3.0 is in:
        
ftp://pirates.cs.swt.edu/pub/usenet/inn/inn1.4sec/config
but still no luck.
Someone wrote that they got an OSF version of inn in:
              pirates.cs.swl.edu
but I never got around to trying that one.
Jean Dubois from DEC provided me with something that was 100% functional. I'll
include her response to save me paraphrasing:
  I went thru the same problem about a month ago, and finally found a 
  version of INN used by the Digital Internet group modified to compile on 
  OSF.  I don't have an anonymous FTP user on this machine, but if you give 
  me a FTP drop site I'll be glad to drop it off for you there.
After she deposited the software on my machine, I wrote back:

  No there has also been some modifications to the files included (#include 
  statements in the C progs).  These modifications have been submited and 
  should be included in the next release in INN (I hope).
