Several people have replied, suggesting that I set AUTO_ACTION to BOOT,
rather than RESTART.  First, it *plainly* states in the manual that 
this is a proper choice, and second, I did try setting it to BOOT.  It
still didn't work.  (Has the restart option been disposed of?)
