Doesn't /usr/bin/uux work? It's on my 3.2C systems.

This is a long-standing problem with uux. The version from a much earlier
release of OSF, perhaps version 1.3, worked OK.  I have saved that binary and
use it instead of the version DEC now ships.  I just have to remember to
reinstall it every time I do an upgrade.
If you still need it, you can retrieve it from ftp.Dartmouth.EDU in the file
named /outgoing/uux.  Remember to set its ownership and permissions as:
---s--s--x   1 uucp     uucp      311296 Feb  5  1993 uux
I think this will solve your problem.
