There is a patch for DTLOGIN that fixes this problem. The problem
description follows. I don't have the patch Id number but you can
request the patch from DIGITAL CSC 1-800-354-9000.
Upgrading the OS to DU 4.0A apparently does not fix this problem since
I saw a message describing a similar problem this morning.

PROBLEM DESCRIPTION:
Users attempting to login with a non-root user-id on Digital UNIX
V3.2D-1
or V3.2D-2 systems with the CDE
Advanced Developers' Kit are refused login with the message "Sorry.
Maximum number of users already logged in."
The same problem occurs
on Digital UNIX V3.2C after CSC Patch ID OSF350-004 has been
installed. The afore-mentioned patch is automatically included in
Digital UNIX V3.2D-1 and V3.2D-2.
OSF350-004 fixes a pair of
security holes in the kernel routine setsysinfo(). A side effect of
this change causes CDE dtlogin to reject valid logins, even if the
system has the proper LMF PAKs installed.
You can request a patch for dtlogin from the CSC.
