Modem and Terminal

Sorry, i am this problem with a Alpha Station 250 4/266 and a modem
connected to it on comm 1.
I installed this modem for a sample connection for remote terminal (no
Slip, no PPP).
After the user ask login and Password the system answers with this
message:

            Terminal is disabled ---- See Account Administrator
            Login incorrect
Have you a magic solution for this problem ??
