HELP: network problems???

Greeting Folks,
        I need some information of how to attack this problem.
        We are running DU 4.0D on an AS8400. All the network
        spieces seem to run fine. I can "telnet" out and
        "ftp" in etc. But few program are NOT working and
        when I do a netstat this is what I get:

root_at_ecs15# netstat -i
 no namelist
root_at_ecs15# netstat -a
no namelist


        Something is NOT right here can anyone explain this
        weird phenomenon??
