Success. Thanks to Mike Iglesias, Ron Bowman and Kym Schwarz
of Digital Australia.
Kym told me about an Australian mirror site for patch downloads:
ftp.digital.com.au/pub/patches/osf/<version>
Mike and Ron both suggested I try with binary mode set. I don't
remember having to do this before for patch downlaods but this
time I tried a download from the Australian site with binary
mode set.
I've now got a patch kit with the correct size and check sum and
`tar tvf` is showing a valid tar file.
