all gave similar answers right away, but Richard Bemrose and Sean
O'Connell gave me information about the /etc/csh.login and /etc/csh.cshrc
files that i really needed.
the answer is to set umask to the value i wanted, in this case i chose
022, and then to stick the line
        umask 022
into the /etc/csh.login or /etc/csh.cshrc files.  these files are sourced
by all shells when the user logs in.  while i was at it i stuck a bunch of
other definitions in there as well that i had been unable to impress upon
the users to put in their own .cshrc or .login files.
