Thanks to those that responded. Every response was along the same lines,
but with a few differences.
Basic idea:
*  run dxaccounts
*  select local templates
*  select the default template
* change the minimum password length (it's set to 0, which apparently
means, take a default value of 9 ?)
* it's not clear whether changing the default affects all accounts, or just
new ones. (I think it affects all accounts that currently have "default"
selected as their template.)
ALSO -- review the encryption type:
* This is done while editing the default template in dxaccounts -- at the
top of the security page, is a button that says "turn to" the "password
options".

Subject: How to change password length in enhanced security
Importance: Low
Tru64 Managers:
I have enabled Enhanced Security. How/where do I change the required
password length? (We want to change it to "8" -- it is set by default to
"9"
I looked in: /etc/auth/system/default but don't see a reference to the
password length.
Environment: Tru64 5.1 patch 3; TruCluster 5.1; ES40 hardware
