Problem with adduser

 I have a problem with digital unix. When I try to create a user with
adduser I get a message saying that the password and group files are
locked by another user (I'v logged in as root). Chmod'ing the passwd and
group files did not make the problem to go away. Please would you give
me some suggestion as to what should do done to overcome this problem.
  It's also affecting the passwd, useradd... commands.
