sem-mni is maximum number of semaphore identifiers.
sem-mnl is maximum number of semaphores per identifier.
Therefore, sem-mni X sem-mnl = total number of semaphores, so maximum for my
case is as follows:
        sem-mni = 1024
        sem-mnl = 50
        1024 X 50 = 51200
We are running Tru64 UNIX v4.0F and sem-mni = 1024.  The system is currently
running with 510 semaphore sets allocated and 1570 semaphores.
Q: Does having move semaphores allocated than allowed (by sem-mni) cause
problems?  How much can you exceed max?
