The "blacklist" I was looking for is MAPS blacklists 
(
http://www.mail-abuse.org/).
This blocks a substantial fraction of the spam your users might receive, 
particularly
from ISP dialups and open mail relays.
also the access_db feature in sendmail which lets you create a list of 
domains, IP addresses or address ranges, and email addresses to block.
