password expired

Hi Managers,

I have Tru64 5.1 with C2, I create a new users and the users get this
message
for the 1st telnet time.

Last successful login for rezk22: NEVER
Last unsuccessful login for rezk22: NEVER

Your password has expired.

Old password:
"


any idea to turn that off , or not let the system ask/force the user
to change the password?
