IP and DECnet routing?

The Question is:

 
I have a UCX-IP-client license on a Mvax3100-80 and have configured the
Decnet for routing and the TCP/IP not to furnish its routing.  Is this a
conflict?  I have been told by other network people that there is a conflict
between this unit and another system for the "router of last resort".
What is the "router of last resort anyway?

The Answer is :
