Seeking help tracking down system pauses?

The Question is:

 
I have the following problem. I have two different systems (AlphaServer 1200
and Alpha PC 164LX-533) both running OpenVms 7.1-1h1, decnet phase IV and
UCX ver. 4.1-ECO 8. Both systems also have DE500 ethernet addapter
installed. Everything works just fine on 10Mb network connection but on
100Mb even on 100Mb link only UCX works OK but if I start decnet the system
sometimes just stops responding for a few seconds. I assume this is problem
with VMS or decnet. I applied alpbase02_071 and alplan01_h1071 ECO but the
problem persist.

  Please see the ALPSYSA_071 ECO kit.  If that does not resolve the pauses,
  please contact the customer support center for assistance -- this problem
