Shadowing merges and loaded SCSI buses?

The Question is:

 
we have a alpha 2100 running vms 7.1.  we have installed a kzpda with 2
external ba356 enclosure boxes.
these boxes house 14 * rz29b-vw disks between them.
both external boxes are running volume shadowing. the problem we have is that
they intermitally start running auto-merges on various pairs of disks and the
system starts to run slow due to the merge and other disks log errors.
Would i would like to know is this a valid configuration and if so any ideas
on solving the problem.

  After checking for the available shadowing ECO kits for OpenVMS Alpha V7.1
  at www.service.digital.com, please contact the customer support center for
  assistance.  The customer support center will likely be interested in more
  information about the disk errors being logged.
 
  You will also want to consider that these SCSI buses are likely rather
  long -- make sure the configurations are well within the maximum SCSI
  cable length permitted including the cabling in and between the
  enclosures -- and you will want to consider that you have a large number
  of high-speed disks -- which could potentially encounter the performance
  limits of the SCSI and of the SCSI controller under heavy I/O loads.
