Is software upward-compatible on OpenVMS?

The Question is:

 
Is OpenVMS 7.2 upwardly compatible?  ie will software developed using 6.2,
7.0 or 7.1 run under 7.2?

The Answer is :

 
  Upward-compatibility is one of the core design centers of OpenVMS.
 
  User-mode software that is using documented interfaces is expected
  to operate on later versions of OpenVMS.
 
  Kernel-mode software can potentially require additional steps.
