Reverse LAT from PC?

The Question is:

 
I NEED TO CREATE A SERIAL LINK FROM A PC TO A DEVICE USING DECSERVER 900. I
BELIEVE REVERSE LAT WOULD DO THIS. SO MY QUESTION IS WILL REVERSE LAT
ACCOMPLISH THIS AND WHERE CAN I GET THE INFO TO CONFIGURE THIS SETUP?

  You have reached the wrong Wizard for PC programming questions.
 
  Please look in the OpenVMS I/O User's Reference Manual for information
  and examples for performing this using the OpenVMS operating system,
  via a DECserver.
 
  If, on the other hand, this is a question of reverse LAT on a PC system
  out to the DECserver, then please contact the customer support center.
