problems starting PATHWORKS NETLOGIN?

The Question is:

 
ONE OF OUR AXP/VMS MACHINES RUNNING PWRK V5 F
REFUSES TO START THE NETLOGON SERVICE
 
WHEN I TRY AND START IT I GET
 
MARIO::SYSTEM$ NET START
These LAN Manager services are started:
ALERTER                  SERVER
The command completed successfully.
MARIO::SYSTEM$ NET START NETLOGON
 
NET2187:  The service control is busy.
More help may be obtained by typing NET HELPMSG 2187.

WE TRIED BLANKING THE PWRK GUEST ACCTS PASSWORD
TO NO EFFECT ANY IDEAS
 
 
(THIS SORT OF THING HAPPEND TO US BEFORE
AND I FIXED IT BY REINSTALLING/UPGRADING
 THE PWRK VERSION)
 
PS: THE NODE IN QUESTION IS A BDC
THE PDC IS A 1000A AXP PWRKV5F AND
THERE ARE 40 OTHER BDC AXP NODES
WHERE NETLOGON WORKS FINE????
