Login hangs in LOGINOUT?

The Question is:

 
Greetings,
Auser logs in and gets as far as "last interactivelogin...:
and the it just hangs.  When looking at the process it
is running loginout.exe but not doing anything.
I have tried to change the password (so i could have a look)
and get the error message -
"unable to update record"
"target record currently locked by another stream"
There are no processes for the user (batch or otherwise)
I was able to take a copy of the account and it works fine
any help would be appreciated.
 
 


The Answer is :

 
  Part of the SYSUAF record structure appears to be locked.  Use the
  SHOW DEVICE/FILE command (on the device containing the SYSUAF file),
  and determine what process(es) have locks on the SYSUAF.  In particular,
  look for processes running AUTHORIZE.  (There will likely be a number
  of processes likely holding locks on SYSUAF, as MAIL is one of the
  applications that will hold SYSUAF open.)
 
  If you have DECamds available -- the Wizard strongly encourages you to
  load and use this tool -- then it can make tracking down these sorts
  of (apparently) lock-related problems quite trivial.  DECamds can be
  easily used to determine a sequence of blocking locks, and -- based on
  the wedged LOGINOUT process -- can be used to locate the process holding
  the blocking lock.
 
  The DECamds kit included with the OpenVMS V7.1 release can be used on
  older OpenVMS releases, and requires only an OpenVMS license.  See
  the OpenVMS DECamds manual for installation and configuration steps.
