SET HOST/MOP? NET$CCR.EXE missing? (DECnet)

The Question is:

 
When I try a SET HOST/MOP from my Alphas I get image file not found:
NCCAL$DKA0:[SYS0.SYSCOMMON.]
[SYSEXE]NET$CCR.EXE;
 
The file is nowhere on my system.  Any clues?

  As the Wizard is unaware of the specific task you seek here, it is
  difficult to suggest alternatives.
 
  Do you have DECnet-Plus installed?  (This particular command requires
  the installation of the DECnet-Plus package.)
 
  The typical approach under DECnet Phase IV is via NCP CONNECT commands.
  On both DECnet-Plus and DECnet Phase IV, you can use the LANCP CONNECT
  command -- MOP operations are available via the installation of DECnet
  Phase IV, via the installation of DECnet-Plus, and (starting in V6.2 and
  later, with no DECnet installed) via OpenVMS LANCP.
