POSIX compilation performance?

The Question is:

 
Dear Wizard,
I am working with a customer using Posix on
Alpha OpenVMS. Whenever I compile a program, it
takes much longer time than it would in plain
OpenVMS. It seems like all include files are
collected and written to disk in some scratch
directory before the real compilation takes
place, because there is a lot of IO.
 
Can anything be done to speed up things?

  Please contact the customer support center -- examples of the problem(s),
  as well as the compiler and POSIX versions, information on the process
  workingsets, etc., will likely be required.
