Problems with DE500 on AlphaServer 4000?

The Question is:

 
We just received a new AlphaServer 4000 and are attempting to attach it to
the network.  We have used UCX to configure TCP/IP but have had no success.
The Alpha is using a DE500 interface card.  The server is physically
connected to the network using a j
ack and patch cord we have verified as good.  We are not, however, getting
the "green light" on the network interface card.  Are we missing something
obvious ?  Is there a utility we can use that will check the interface card
?  Any help would be apprecia
ted.

  Please contact your local hardware support organization for assistance.
 
  You could have a problem with the controller, with the configuration,
  with the twisted pair, with the remote side of the Ethernet connection,
  with the wall jack, with a console environment variable, with the console
  firmware version, with the PCI slot used (the DE500 usually resides in
  PCI-0) or any number of other potential problems.
 
  Your hardware support organization can also help you identify particularly
  which DE500 variant is in use.
