Using OpenVMS with a UNIX system?

The Question is:

Can alpha openvms be emulated in a digital unix
environment?

The Answer is :

A partial (very limited) emulation of the user-level source-level
environment may be possible on other platforms. The Wizard would
fully expect that a moderate to full emulation of OpenVMS on another
platform would be exceedingly difficult -- at best.

Using the console os_type environment variable (set it to OpenVMS), a
valid OpenVMS license, and a separate SCSI disk, you can entirely avoid
  the need to emulate.

We did demonstrate Digital UNIX, Windows NT, and OpenVMS all running in
the same AlphaServer 8400 -- at the same time -- several years ago.
(This was a technology demonstration at the 1997 Anaheim DECUS, and is
  not available as a product.)
