Large queue manager journal file?

The Question is:

 
How can I reduce the size of the Queue Manager journal file.  It is eating
up about a third of the system disk on one of my systems.
 
I have tried converting it with no change in size.
 
Any ideas?

  Please read the section on queue manager journal files present in the
  _OpenVMS System Manager's Manual: Essentials_ for information on the
  queue manager journal file.  You will need to determine what "normal"
  is for your environment -- you have mentioned one-third of the system
  disk as a benchmark, but not the amount of storage actually used nor
  the complexity of the particular queue environment.  (Specific details,
  rather than objective comparitive values, are often the most useful of
  details to include.)
 
  Acquire and install the appropriate queue manager ECO kits, including
  the current queue manager kits (VAXQMAN04_062 or later, and ALPQMAN02_062
  or later) available from the service area:
 
    http://search.service.digital.com/
 
  To reduce the size of the journal file as a one-shot command, issue the
  command "$ run sys$system:jbc$command", then at the JBC$COMMAND prompt
  enter the command "diag 7".
