DECwindows won't start?

The Question is:

 
I have problem with DECWindows. The situation is : I have one DEC 3000,
running AXP VMS v6.1 and DECWINDOWS. Recently, I change the system to a new
DEC 3000 , but the DECWINDOWS can't startup . I don't know why ,even if I
re-install system ,open3d,motif ,
and the license PAK  needed.
         AXP VMS v6.1
         OPEN3D v 2.4
         MOTIF v1.2.3
can you tell me how to startup the DECWINDOWS?

  There is insufficient information provided for any certainty.
 
  As a start, you will need to identify the specific graphics controller.
 
  You will want to acquire the current ECO kit for DECwindows Motif, as
  well as any applicable OpenVMS ECO kits.  Open3D may be required, but
  this is dependent on the particular graphics controller.
 
  You will definitely want to issue an AUTOGEN SAVPARAMS REBOOT FEEDBACK
  or similar after cleaning the cruft out of MODPARAMS.DAT, to bring the
  settings into line with requirements.  You will also want to check the
  available DECwindows server logs for any errors reported there.
 
  You will want to seriously consider an upgrade to a supported version
  of OpenVMS, such as V6.2 or V7.1 or later, and to DECwindows Motif V1.2-4
  or later.
