DECserver misrouting service connection?

The Question is:

 
I have a PDP that we used to be able to connect to
via a terminal server.  The terminal server died,
we replaced it.  I have these parts set up:
in latcp create service pdp
and set node /connections=both
i have the ports set ok on the terminal server
but when i do set host/lat pdp it connects to
another vax... for example vax1 is set up this
way... but when i do set host/lat pdp i get vax2 not
the pdp.  I have checked the wiring, the port settings
the ncp and latcp settings.  what is the way in
lat or ncp or the terminal servers to get this to
set host/lat to the right service?

The Answer is :

 
  If you request connection to a LAT service and do not receive the
  expected connection, then the Wizard would expect the particular
  DECserver terminal server(s) offering the service are misconfigured
  (and that the DECserver terminal server accepting the connection is
  not the one(s) expected) or the target serial line(s) from the DECserver
  terminal servers to the target system are miswired.
 
  Resolving this problem will require evaluating each DECserver device,
  to determine which DECserver devices are offering the service, and then
  evaluating the routing of the individual serial line(s) connected to
  the DECserver ports of interest.
