Can software hang hardware?

The Question is:

 
Can an old version of ucx version 3.1 running on
a Vax 3100 vms v6.2 cause the system to 'hang' including the system console

The Answer is :

 
  A hang -- one that locks out the console break or ctrl/p -- tends
  to point to a hardware problem.  Please contact your hardware support
