DEMSA and X.25?

The Question is:

 
Okay don't laugh but we have several DEMSAs used as X.25 gateways. On most
of them, when an X.29 call arrives, the number of "Active Channels" is
non-zero and equal to the "Active Switched". However, on a few of them
(connected to a different network to t
he others), when a call arrives the "active channels" remains at zero but
the "active switched" does increment.
 
Please could you tell me why

  You will need to contact the Compaq Customer Support Center for
  assistance -- DEMSA systems have typically been replaced by other
