Control of Print Queue Job Sizes?

The Question is:

 
How can I keep 0 length jobs out of
the print queues? Those jobs are killing the
queues.

The Answer is :

 
  Simple user education would be one approach, a custom print symbiont
  extension would be another, and the SET QUEUE/BLOCK_LIMIT=(low,high)
  qualifier would be a third.  Failing that, chargebacks can be used
  to modify behaviour, and protections can be used to enforce access.
