The Question is:

 
How can I enable virtual terminals for DECnet Plus?

The Answer is :

 
  You don't, assuming you are refering to enabling virtual terminals
  for SET HOST sessions -- this capability is not available on DECnet
  network terminals.
 
  For information on enabling virtual terminal support on other types
