TCP/IP queue connect to network object rejected?

The Question is:

 
UCX TCP/IP Print queues. Continually receive error message on Console;
<PrintQueueName> and
"open_socket_ast invoked with bad IOSB 66
0: connect to network object rejected "
Would appreciate any assistance.

The Answer is :

 
  The TCP/IP Services manager is unable to connect to the specified target.
  It would appear that security settings on the remote system or an incorrect
  queue configuration on the local system are preventing the connection.
 
  Options include checking the remote security, checking the local queue
  configuration, and disabling the queue until the source of the problem
  is located.
 
  As typically recommended, also please acquire and apply the available ECO
  kit for the particular version of TCP/IP Services in use -- typically this
  would (presently) be V4.2 with ECO, or V5.0 or later for OpenVMS Alpha V7.2.
