XDR on OpenVMS TCP/IP Services?

The Question is:

 
Is there an XDR library and header files available for vms?
I didn't see anything in the sys$library: .h files, and frankly
don't know if this is a standard that would normally
come with UCX.

  Your OpenVMS version is outdated, as is your (unspecified) TCP/IP version.
  Please consider an upgrade to a more recent version -- as of this writing,
  OpenVMS VAX V7.2 is current, as is TCP/IP Services V5.0A.
