RMS NOPRIV error?

The Question is:

 
When trying to startup a process I get the following error,
Process Stopped -- %RMS-NOPRIV
 
What should I be looking for to rectify the problem?
 


The Answer is :

 
  There is not enough information here to provide an answer -- the text
  sequence "Process Stopped -- %RMS-NOPRIV" is apparently not an OpenVMS
  error message, and this would imply that there is some local software
  image or procedure performing the process startup operation.
 
  The closest (obvious) OpenVMS error is:
 
    %RMS-E-PRV, insufficient privilege or file protection violation
 
  That said, consider enabling full privileges, and trying the startup
  operation again.
 
  If that fails, please contact the vendor support organization for the
  particular product.  Please expect to be asked about the process or
  application being started, the exact command used to start the software,
  and the exact error message(s) displayed.  If this is Compaq OpenVMS
  software that is failing, please contact the Compaq Customer Support
  Center directly.
