DECwindows SET DISPLAY and non-zero screen number?

The Question is:

 
AlphaStation running OpenVms7.1 and DecWindows v1.2-4.   From pc running
exceed v6.1 trying to get decw$terminal to display doesn't work because
decw$terminal won't go to a tcp/ip address with a non-zero display/screen!
 
If the pc running the exceed has it's display/screen set to 0 the command
works, else it doesn't go anywhere.
 
command is
@sys$system:pcx$server 4,0,0,tcpip,@a decw$terminal
 
the standard...the @a puts in the pc's address, an @d would put in the
address with the display/screen number but like I said if it's not zero it
won't work in VMS.  I do not have this restriction with UNIX (AIX nor HP-UX)
 
Any ideas?

  Please contact the Compaq Customer Support Center as this involves some
  software in addition to the more common OpenVMS and DECwindows -- the
  PCX$SERVER module initially appears to be the source of the limitation
  reported here.
 
  As an experiment, try the SET DISPLAY command, specifying the IP transport
  and IP address, as well as the screen number.
