SMG Web Connector? (HTML)

The Question is:

 
is there a way to have smg emulation done to html for use on the web?

The Answer is :

 
  There is no particular interface for this -- the closest analog
  would be the DECforms Web Connector package.
 
  For output-only displays, placing a header and footer of HTML
