DECwindows CDE and VXT xrdb error? (take II)

The Question is:

 
In reference to my last question, #3137:
A search of all *.com files on the system disk does not reveal a single
occurance of DTLOADRESOURCES, therefore, it is not being redefined.  Where
is it suppose to be defined?
 
The ONLY time CDE works is if it is the SYSTEM account and only if it is on
the main console (opa0:).

  Please search ALL files.
 
  Please contact the customer support center for assistance in
