Booting VAX 4000 model 100?

The Question is:

 
I'm trying to install VMS 5.5-2 onto a Vax 4000 100 from an internal SCSI
RRD42 device with dev name DKA400 to an internal DEC RZ26L,
dev name DKA300, using the boot command
 
B/R5:E0000000 DKA400
 
I get the response:
 
?06 HLT INST
       PC = 0000879B

Why can I not boot from the CD?
