Determining which ECOs/Patches are present?

The Question is:

 
How to tell wether patches are installed?
Vaxclusio, vaxlana
Also for layered products.
Is there some file that can be read where this kind of info is stated?

The Answer is :

 
  There is no easy nor reliable nor general way to determine which
  ECO (patch) kits have been installed on an OpenVMS VAX system.
  (Please also see topics 1592 and 2341 -- the answer has not changed
  from that time.)
 
  One can often infer which kits have been installed by looking for the
  various release notes files in SYS$HELP:, but this is not entirely
  reliable.  It is possible that the release notes were loaded without
  loading the ECO kit, that a particular ECO kit was loaded and the
  release notes later deleted, and that a particular ECO kit did not
  load release notes.
 
  This task is far easier on OpenVMS Alpha, using the PCSI product
  database and the VMSINSTAL.HISTORY file...
 
  Compaq services offers a service that can inventory the software
  installed on a system, if that is of interest.
