The Answer is :

 
  The key is "Run reconciliation to populate the ACS".
 
  First, ensure that this is not a case of a missing logical name
  or other related problem, when TNT$ACS.DAT has been redirected
  from the default SYS$SYSTEM: location.
 
  The installation normally creates TNT$ACS.DAT, but it should also
  be (re)created via the TNT$UTILITY procedure.
 
  If this does not resolve the problem, please contact the Compaq
  Customer Support Center.
