DECserver echo? Wiring pinout?

The Question is:

 
How do I disable the echoing of characters in a terminal server.   IE
characters entered on a terminal connected to a decserver 90TL terminal
server are echoed back.  Is there a set port echo off command?  set port
help seems to do no good.  Is it a hardw
are problem.  I have pin 1 (rxd gnd) and 3 (txd gnd) connected to pin 7 on a
DB9 connector.  Should they be separate.
