TCP/IP Application Performance?

The Question is:

 
I wrote a tcp/ip socket application that runs
on OpenVms and Tru64 Version 4.0e, it simply exchange 4k messages between
two proceses,in vms
the send and receive data is very slow compared
with the same application on tru64, I already
tried disabling the nagle algorithm with no improvements. I am using tcp/ip
services version
4.1.
The OpenVms Computer is a 8200 with two processors, and the Tru64 is a 2100
one processor.
What can be the problem?

The Answer is :

 
  The OpenVMS Wizard has insufficient information to determine if this
  is an OpenVMS problem, a TCP/IP Services problem, or an application
  problem.
 
  As a first step, install the V5.0A or later TCP/IP Services release.
 
  Then contact the Compaq Customer Support Center.  Expect to be asked
  for details of the socket application (example code or otherwise), and
  of the performance test(s) run, and of the current network and hardware
  configuration.
