DECnet remote node is not currently reachable?

The Question is:

 
Hi Wizard,
 
I have a problem when trying to open remote files with RMS and DECNET. My
platform consist of 2 DS10 Alphas with OpenVMS 7.2-1 and DECNET Plus. My
application program in machine #1 opens a file located in machine #2. If
machine #2 is connected to network
there is no problem. However, if machine #2 is disconnected, the application
program remains blocked in the RMS $OPEN command for 80 seconds aprox and
then an error code appears. The errors are:
 
%RMS-E-ACC, ACP file access failed
%SYSTEM-E-UNREACHABLE, remote node is not currently reachable
 
 This is unacceptable for my real-time application. The same application
program runs correctly in a VAX3400 with VMS 5.3 and DECNET Phase IV, it
means that the application immediately returns the error, without waiting
for 80 seconds.
 
I've been looking for the network parameters, such as DECNET PLUS "Session
control outgoing" characteristic. I've tried to reduce this time to minimum,
1 second, but it's still not acceptable for my application.
Also I've been looking for the RMS characteristics when opening a file, but
i've find nothing.
 
Could you help me, please?

  Please contact the Compaq Customer Support Center directly, as it
  would appear there is some sort of network configuration problem
  present here.
