Limiting size of mail messages sent?

The Question is:

 
How to limit the size of mail that a user can send ? Is it possible to
configure smtp(ucx4.2) in that way ? And also: is such a possibility in vms
mail ?

The Answer is :

 
  There is no direct configurable limit to the potential size of the
  mail message.  Various firewalls can be so configured, and packages
  using OpenVMS-based server queues can sometimes be configured with
