Currently my OpenVMS only load with LAT protocol.
 
How to communication with the OpenVMS from the Windows base PC.

The Answer is :

 
  IP.  Many OpenVMS VAX systems have a license for UCX or NAS,
  which permits you to load TCP/IP Services.  For installation
  and configuration instructions, please see the available
  TCP/IP documentation at the OpenVMS documentation website.
 
  SMB-based communications is also an option, via the PATHWORKS
