DECnet out of range packet loss?

The Question is:

 
We are getting a consol message every 19 seconds.
 
DECnet event 4.2, Node out of range packet loss
 
Do you have any ideas about what is causing this?

The Answer is :

 
  The reporting node is receiving a packet for a DECnet address that is
  not in the configured address range.
 
  The following NCP executor settings -- the OpenVMS Wizard will assume
  this is a DECnet Phase IV and not a DECnet-Plus network -- are often
  involved as networks are reconfigured and as they grow:
 
    Maximum address
    Max broadcast nonrouters
    Max broadcast routers
 
  In this particular case, maximum address would be the initial assumed
  culprit for DECnet event 4.2.
