Reconnecting after network errors?

The Question is:

 
When a Win95 PC user's Telnet session is disconnected due to a terminal emulator
crash, or closing the emulator without logging out, the VMS process remains
active.
 
I have seen some systems that prompt you to reconnect to your existing session
when you log back in. What mechanism controls this?

The Answer is :

 
  This mechanism is refered to as virtual terminal support, and
  configuring and enabling virtual terminals is covered in the
