Remote (PC) file access?

The Question is:

 
We have an application running under OpenVMS that creates a small text file
 every hour or so. That file needs to be accessible to an NT-based system. What
 is a cost-effective product or app that we can use to accomplish that?

The Answer is :

 
  Please see the various topics, such as 3881, 2497, and 1080,
  or consider making the file available via a web server, or
  provide a COM client, or provide a simple server for requests
