Network troubleshooting?

The Question is:

 
We are seeing "response timeouts" in our decnet IV counters between computers.
This is causing a delay in the data we are passing between the computers that
 we cant afford. It is more frequent the more data we send, however we dont
 think it is a problem with the actual network(?), it should have sufficient
 bandwidth to easily cope.
 
a. Can you direct us to some doco on the "response timeouts"
b. Can you suggest what may be causing the timeouts or what we can do to
 investigate further. (could it be process quotas?)

The Answer is :

 
  This could track back to any number of different causes, ranging
  from hardware problems to overloaded links to packet collisions
  to insufficient process quotas to overloaded host systems to
  overloaded or failing routers or bridges.
 
  Please contact the Compaq Customer Support Center for assistance
  tracking this problem down.
