Application failure on CTRL/Y?

The Question is:

 
Hello - I have just upgraded UCX 4.2 to TCPIP 5.0a on an Alpha vms 7.1*
Now when using ctrl-y from a dumb
terminal i get the following error, it works fine from any terminal emulator.
 It appears as if it is taking a ctrl-y as a control-c.
we are exiting an application which is a banking system called IBS90.
 
I have gained the screen dump of what happens:
I hope this makes more sense to you than me.

The Answer is :

 
  Please contact the Customer Suppport Center (CSC) and the vendor of
  the IBS90 package, as it appears that there is a problem with it, or
  a problem with TCP/IP Services V5.0A, or an incompatibility between
  the two packages -- this is not an OpenVMS error message, and the
  OpenVMS Wizard is not familiar with IBS90.
 
  Resolution of this problem will involve some research into the current
  system configuration by the CSC, and the CSC may/will need to work with
  the organization that is supporting IBS90.
